Are the GENIUS Act rules final?

The OCC's main rule is. On 21 October 2026 it issued the first final rule under the Act, for the issuers it supervises, which include national banks, nonbank federal qualified issuers and foreign issuers that register with it. It takes effect with the Act on 18 January 2027, and its anti-money laundering and sanctions rules will follow separately with Treasury. Because no final rules were issued by 20 September 2026, 120 days before that date, the Act takes effect on 18 January 2027.
