Can Tether or Circle reverse a transfer I sent by mistake?

No. Tether's terms say 'Tether Token transactions are not reversible', and Circle's USDC terms say Circle 'does not have the ability to reverse or recall any transaction once initiated'. Both can freeze tokens at an address, but in response to illegal activity, sanctions and legal orders, not to return mistaken payments.

The wider picture

The key points from the guide this answer comes from:

  1. Whether you get the money back depends on who controls the receiving address: you, an exchange, or a stranger.
  2. Your own wallet on another EVM network is usually fixable: add that network to your wallet, with some of its gas token to move the tokens.
  3. An exchange may recover a wrong-network deposit, for a fee and without a guarantee: Binance quotes about 30 working days and 20 USDT for unsupported EVM networks.
  4. Neither Tether nor Circle reverses transfers, and anyone offering to recover your funds is likely a scammer. Never share your recovery phrase.
